How to turn images into a PDF

  1. Open the Image to PDF tool on the WhisperPDF homepage and add your images — JPG, PNG, WebP, GIF or BMP.
  2. Check the order — images become pages in the order you add them, so arrange the story the way it should be read.
  3. Set the page fit — fit each image to the page so nothing is cropped awkwardly.
  4. Create and download — one clean PDF, built on your device and saved straight back to it.

Why build it here instead of uploading?

The photos people bundle into PDFs are rarely impersonal — ID documents, signed forms, medical receipts, a child's schoolwork. Upload-based converters put copies of all of them on a server you know nothing about:

  • Your photos never leave the device they live on. The PDF is assembled in your browser.
  • One file, right order. No more 'IMG_2041, IMG_2042…' attachments and an apology in the email body.
  • Any mix of formats. Phone photos, screenshots and scans can live in the same PDF.
  • Free and unlimited. Twenty receipts or two — no batch limits, no premium tier.

Image to PDF — questions, answered straight

Which image formats work?

JPG, PNG, WebP, GIF and BMP — phone photos, screenshots and scans all work. Each image becomes one page in the PDF.

Can I put several photos on one page?

Each image becomes its own page, which is what application portals and email recipients expect. It keeps every photo full-size and readable.

Will my photos lose quality?

Images are placed into the PDF at their natural quality. For very large phone photos the file can get big — the Compress PDF tool on this site can shrink the result afterwards, also without uploading.

How do I scan a document with my phone for this?

Take a clear photo of each page in good light, straight-on. Add the photos in page order — the PDF comes out in reading order.

Why do portals ask for a PDF instead of photos?

A PDF is one file, in a fixed order, that prints predictably and can't easily have a page swapped. That's why expenses, visa, school and insurance portals all ask for it.
